Police reports, Malaysian style ....

It seems that everyone in Malaysia likes to make a police report for even the minutest of infraction. The Malaysian media is splattered with politicians making reports against politicians and joining the fray are the NGOs, and individuals. And if that's not enough, there are summons and counter summons. If you are insulted by someone then you make a police report against him. He in turn makes a police report against you and you make another report on the police report that he makes against you and so on ad infinitum. 

Within just a week, the reports are in the hundreds and how do you expect the Police to handle them all when there are also hundreds of police reports in the previous weeks. Is there any other way to settle things other than by the Police ?
